They will focus, chiefly, on the works of M.V. Ostrogradsky that most notably influenced the development of Mathematics and Mechanics. The main work of the Congress will be conducted in the following parallel sections: \begin{enumerate} \item Algebra and Number Theory (Chairman A.~V.~Roiter) \item Dynamical Systems (Chairman O.~M.~Sharkovsky) \item Differential Equations and Nonlinear Oscillations\\ (Chairman A.~M.~Samoilenko) \item Complex Analysis and Potential Theory (Chairman P.~M.~Tamrazov) \item Mathematical Physics (Co-chairmen A.~G.~Nikitin and D.~Ya.~Petryna) \item Teaching Methods and History of Mathematics\\ (Co-chairmen O.~M.~Bogolyubov, M.~I.~Shkil, M.~I.~Yadrenko) \item Nonlinear Analysis (Chairman I.~V.~Skrypnik) \item Computational Mathematics and Mathematical Problems in Mechanics\\ (Co-chairmen V.~M.~Koshlyakov, I.~O.~Lukovsky, V.~L.~Makarov, I.~V.~Sergienko) \item Probability Theory and Mathematical Statistics\\ (Co-chairmen V.~S.~Korolyuk and M.~I.~Portenko) \item Approximation Theory (Co-chairmen M.~P.~Korneichuk and O.~I.~Stepanets) \item Operator Theory and Operator Differential Equations (Co-chairmen Yu.~M.~Berezansky and M.~L.~Gorbachuk) \item Topology and Geometry\\ (Co-chairmen O.~A.~Borisenko and V.~V.~Sharko) \end{enumerate} Actively working mathematicians from Ukraine and other countries are invited to participate in the Congress in order to exchange recent advances in various branches of mathematics and to discuss open problems and perspectives for future development. Participants can give a 30-minute talk in one of the above sections. It is planned to have a round table discussion on the state of Mathematics Education in Ukraine (Co-chairmen: M.O. Perestyuk, M.I.~Shkil, and M.I.~Yadrenko.) Moreover, there are plans to conduct satellite conferences, where scientific presentations can be communicated. Information on these conferences will be available later. \section*{Registration} All interested in participating in the Congress are invited to register by August 1, 2001 in one of the following ways: \begin{itemize} \item completing the on-line registration form at \begin{center} \begin{htmlonly} \begin{rawhtml} http://www.imath.kiev.ua/~congress/registration. \end{rawhtml} \end{htmlonly} \begin{latexonly} \texttt{http://www.imath.kiev.ua/\~{}congress/registration} \end{latexonly} \end{center} (this method is preferred) \item sending your registration data via email \begin{latexonly} \begin{center} \texttt{congress@imath.kiev.ua} \end{center} \end{latexonly} \begin{htmlonly} \begin{rawhtml}
congress@imath.kiev.ua.
\end{rawhtml} \end{htmlonly} \item filling in the enclosed registration form and sending it to the Organizing Committee by regular mail or fax. \end{itemize} The participants are highly encouraged to inform the Organizing Committee about their intended participation in the Congress as soon as possible.
