The congress will be held in Kyiv from August 21 to August 23, 2001. The Congress will be held in honour of the famous Ukrainian mathematician M.~V.~Ostrogradsky to mark his 200th anniversary of birthday. As is known, Ostrogradsky's investigations played a decisive role in developing a number of branches of mathematics and mechanics, and determined the ways of their development during last two centuries. His creation did not lose its importance up to the present. M.~V.~Ostrogradsky was gauged high by the world mathematical community. He was a member of Academy of Sciences of St.-Petersbourg, Turin, Roma, USA. Participants are encouraged to apply to give an oral presentation of 30 minutes in one of the above sections. The detailed schedule of talks will be printed in the Congress Program. It is also planned to hold a round table on the state of mathematical education in Ukraine (Chairmen M.~O.~Perestyuk, M.~I.~Shkil, and M.~I.~Yadrenko). At the related satellite conferences, scientific contributions are planned.
